This problem is caused by the corruption of the Outlook Express - Inbox file. To remedy this it is necessary to follow the following steps:

  1. Right-click on "Local Folders"
  2. Select "New Folder" and specify the name of a new folder (eg Temp)
  3.  If you can access the emails in the Inbox, move them to the Temp folder
  4. Go to "Tools" -> "Options" -> "Maintenance" tab -> "Store Folder" and note the path to the Inbox file
  5. Close Outlook Express and delete the "inbox.dbx" file from the above location
  6. Start Outlook Express again. The Inbox folder will be automatically re-created.
  7. Move emails from Temp to Inbox
  8. Delete the Temp folder

It is recommended to make a backup of the folder in which the emails are stored.
